provided further, that not later than December 31 2021, the Families and Children Requiring Assistance Advisory Board established in <a href=\"https://malegislature.gov/Laws/SessionLaws/Acts/2012/Chapter240\" target=\"_blank\">section 34 of chapter 240 of the acts of 2012</a>, shall issue a report to the governor, the senate president, the speaker of the house, the house and senate committees on ways and means and the joint committee on children, families and persons with disabilities including, but not limited to: (i) family resource center coverage areas and gaps;
